From the “Fondazione Clinica del Lavoro” to the “Fondazione Salvatore Maugeri” to the “Istituti Clinici Scientifici Maugeri Spa – SB”.
In 1952, Prof. Salvatore Maugeri founded an Institute of Occupational Medicine in Padua and did the same in Pavia where he moved and where, in 1960, he founded the first nucleus of the Clinica del Lavoro (Clinic of Labour ). But it was in 1965, that Maugeri still showed that he knew how to look to the future, building a non-profit subject to act as a driving force to develop the clinic and the research, the two main directions of his action. Thus was born the “Clinical Foundation of Work”, recognized as early as 1969 as Institute of Hospitalization and Care of a Scientific Nature (IRCCS).
From occupational medicine, the clinical activity extends to rehabilitation medicine: from the idea of rehabilitating from the consequences of an unhealthy work environment, the Foundation’s action extends to rehabilitation after a stroke, a heart attack, an emphysema. In growing Italy, the Foundation also grew: in addition to its headquarters in Pavia, those in Montescano (PV) and Veruno (NO) were soon added, the first stages of a development that will record, one year after another, openings in seven Italian regions, Piedmont, Lombardy, Veneto, Liguria, Campania, Puglia and Sicily.
On the death of Prof. Maugeri in 1985, the “Fondazione Clinica del Lavoro” was named after him and became the “Fondazione Salvatore Maugeri” (FSM).
The following years saw a profound restructuring that led, in 2016, to the creation of a benefit company, the “Istituti Clinici Scientifici Maugeri Spa – Società Benefit” (ICS Maugeri), which takes over the direct management of all health activities, remaining under the direction and control of FSM.
From North to South, the ICS Maugeri are present on the national territory through Scientific Institutes, Rehabilitation Units integrated within public health facilities and Research and Prevention Centres, which form an integrated network at the service of the citizen and the community. The head office is located in Pavia. To date, ICS Maugeri has 18 Clinical Institutes and an Environmental Research Centre, with more than 4,000 employees, of which more than 750 are doctors.
The Environmental Research Centre
The Environmental Research Centre divides its activities between the two offices in Padua and Pavia and provides services for institutions, companies and private citizens in the following areas: industrial hygiene, environmental hygiene, physical risks, biological monitoring, sampling systems, laboratory analysis, health and safety in the workplace.
The Centre’s activities are organized in the following sectors:
Industrial and Environmental Hygiene (Padua and Pavia);
Central Prevention and Protection Service (Pavia);
Dusts and fibres (Pavia);
Biological monitoring (Pavia);
Physical Risks (Padua and Pavia);
Research laboratories (Padua and Pavia);
Production and development of sampling systems (Padua);
Business Risk Assessment – SOBANE method (Pavia).
The Centre carries out research and technical-scientific support activities for numerous public and private institutions in Italy, Europe and in some non-European countries. The regular users of the Centre are represented by private companies, ASLs, private and public laboratories, Competent Doctors and Competent Doctors of Work of companies and production companies, Industrial Hygienists, Safety and Prevention Managers in the workplace that require environmental measures and biological monitoring in the context of surveillance and prevention of occupational diseases. The staff of the Centre is essentially committed to prevention, particularly in the field of risk factors arising from production activities or, more generally, from human activities. The Centre’s activities cover both the traditional industrial hygiene sector, for the protection of health in the workplace, and the environmental hygiene sector. This sector includes many aspects: on the quality of the air in the external environment, the risk factors generated by individual and collective transport activities, by heating systems and by industrial emissions in urbanized areas. On the other hand, the control of air quality in living places, especially in confined areas, is becoming increasingly important.
Where required, the laboratory staff directly carries out inspections in the workplace, instrumental investigations for the measurement of chemical pollutants and takes care of the proper collection of environmental and biological samples. The Centre collaborates with about 10 different European bodies for the assessment of the risk of exposure to urban air pollution.
For over 20 years, the radiello® diffusive sampling system has been developed and produced
at the Padua headquarters. The sampler offers a range of products that over the
years has been progressively expanded, thanks to a constant work of applied
research, up to 12 different types of samplers for gases and organic and
inorganic vapors. Through distribution agreements with leading companies in the
sector, radiello is sold worldwide.
